waited for 30 minutes, the boat spawned at the horizon never moved then disappeared.

Yes, except with the Theramore boat instead.

This is a syncing issue. Welcome to the bugs from days gone by.
Relog fixes it.

Just tried and no go.
Edit: Exit game was no good. Logout to character select and re-enter worked.
I hear a ding and see people appear on the dock from where the invisible boat is, then try to run on and fall. Then my visible boat pulls up a bit later, and vanishes when it docks.
Wonder if it has to do with layers
