She isn’t imprisoned. She is just yet to be born.
Nascent Titans develop a planet around them to protect them.
She could be born next expansion. She could be born in 12098310293801938 years long after we are all dead.
We don’t know if we will see her as a Titan or not.

No, she isn’t. She is an Elemental from Deepholme that was imprisoned by the servants of the Titans. She only uses the “Titan construct” model because there isn’t a “hot Earth Elemental girl” model.
Curiously if you did the Quest to summon and beat her, you can find her in Deepholme and she thanks you for beating her up lol
