I am attempting to do the Avoiding Blame quest for the pre-patch event. There are no suspicious citizens spawning, and I’ve read that I need to complete starter quests to disperse the crown out from of Grommash. (horde) The quest Second Sight is required, but I have no way to access the quest NPC as she is no longer in the field outside of Orgrimmar. I am confused and stuck, can’t do pre-patch stuffs 
This is for a DH ‘alt’, but has more hours and more gear and more everything, so idk why it would be considered an ‘alt’.
Many of us Lemix DH’s have had this problem. The only “fix” that I know of is by following this to get into the right phase:

It’s a pain but it worked for me.

Tried this and didn’t work, it kept phasing my new character into my high level characters world. Wouldn’t phase the other way around. Actually caused my new leveled character to get the same issue and get phase-locked. Crazy bug.
Ugh, that’s horrible. On non-DH toons I’ve went to the board and selected Broken Shore (Legion Intro), skipped to Dalaran at the quest turn in, took the port back to Org, and it was phased correctly.
If you go to Grommash Hold and go through the cut scene (can skip) and then fly outside the front gates of Orgrimmar, there will be a Blood Elf NPC with a name that starts with A that has a low level quest “Second Sight”. Start that, do two more quests in the questline (through “A Weapon of the Horde”) and the phasing issue will be resolved.
i have the same issue. i accepted the quest in org and left the zone to complete TWW quest line. And when i came back to ORG to continue the quest , no NPC was showing. and it says quest on hold and cannot abandon it or anything. so my character cant get into the new pre-patch questline anymore. what a shame…
I was able to resolve this by accepting the quest The War Within. When I clicked on the scroll to teleport to Silithus, I arrived at an NPC. I clicked on her and asked her to return me to the present. I completed the quest and teleported back to Orgrimar and I was correctly phased. Hope this helps someone.
