If someone posts on account A and is issued a forum suspension then proceeds to make a new account say account B to continue posting is this against the forums code of conduct and if so where would be the best place to report it ?

Blizzard suspends/bans accounts, not People (typically). If someone wants to create a new account that is perfectly fine, this isn’t twitter.
Edit to add if they post something that violates the forum rules on the NEW account, report as normal.

If the person was suspended for a specific behavior and they are circumventing a suspension to continue that specific behavior, that tends to be a violation itself.
If they are simply posting on a different account, that isn’t necessarily considered a Code of Conduct violation.
If you feel someone is violating policy, flag the post through the forum reporting system.
What about a person who was suspended for a certain behaviour, and has come back on the forums after the ban and continued that behaviour? Does this usually result in a longer suspension?
Yes. And it can lead to a full forum ban. Flag any posts you feel break the Forum Code of Conduct.
