This has been true for every use of average wait time since its first use in LFG(atleast to my knowledge).
I think the issue is that healers get instant queues which leads to a shorter estimate despite dps on average waiting quite a bit longer. It was on their list of things they’d like to eventually have (estimated queue for each role or maybe spec).
If I queued up, it’s instant. Which ruins a dps’ average wait time since it’s all baked together.
How hard can it be to give you an average wait time by spec though? I mean you have to say what you’re queuing as so if they can’t give the average for dps that’s just dumb.

I think blizzard posted a while back that that is in the works for a future patch.

based on healer activity for the past x amount of time this is how long a dps should expect to wait
the game cant predict if the rdruid thats played the last 2 hours stops qing
if you’re sitting extended queues it’s because they cannot accurately predict when new healers will queue or if the healers currently being monitored will stop
assume everything goes the way it has in the past x amount of time you should expect the average to be accurate
It was less of a problem in other situations because averaging it out wasn’t a huge deal.
With SS you got the average queue time averaging out wait times with zero respect for role or rating.
There might be a lot of variance.
For example, 5 assa rogues joined the queue and they waited 20 minutes to get into a game. Then, 10 assa rogues join the queue. Do you give them the average wait time based on the previous 5 assa rogues, even though there are now twice as many in the queue and they’ll probably have to wait longer?
A different example. 5 assa rogues rogues joined the queue and they waited 20 minutes to get into a game. Then, 15 assa rogues joined the queue and waited 30 minutes, but they got tired of waiting so they left the queue. Now, if an assa rogue joins the queue, what average wait time do you give them? 20 minutes or 31+ minutes?
They also might need to take your MMR into consideration. Maybe queues are popping at 1500, but they’re taking forever at 2400+.
It’s complicated.

you could legit nerf dmg by 20% and disable dps set bonuses and dmg would still be too high
It is complicated but it is solvable.
Lets say im an 1800 assassination rogue.
Lets say the last 5 got into a Q at 25m -35m with an average of 30 minutes.
Thats the base it should quote 30 minites not 4 minutes.
Then refine it. Did those guys all get in over the last 1 hour? If not then not enough data points add 10 minutes for each missing data point.
Lets say it found 4x 1800 assassination rogues that got in 30m on ave but not a 5th.
It can quote 40 minutes.
If my Q pops in 30 im happy.
But at least im not going to be annoyed waiting 35m when its quoting 4 minutes.

That’s why the DPS are rerolling into disc priests and fistweaving monks.
Yeah, they can do stuff like this.
But, if people see a conservative estimation like 40 minutes, they might just say that’s too long and give up queuing.
I was giving examples why it’s not so simple to give accurate/reasonable predictions for average wait time, especially if varying amounts of players and MMRs (for each spec) are joining the queue.
There are probably even more factors that we’re not considering (e.g. friends/guildies/communities).
One thing that can’t be denied is that the queue is still bugged. 2 days ago was in a Q @15m, left, re-q’d, instant pop. So I have a strong feeling that the estimated wait times are even more broken due to stuff like that as well.

It counts the instant queue pops. Those significantly lower the average. It’s that simple.
