Currently on the beta Avenging Wrath is not allowing Hammer of Wrath to be cast outside the normal low health window. Tooltip doesn’t even mention it either. At least for the Prot spec, haven’t checked the others. Patch notes don’t mention it either, not sure if an intended change or a bug but I imagine a bug considering the Zealot’s Paragon talent still interacting with it.
