I can’t find it anywhere. What quest it achievement do I have to do to gain the Blue avatar form. I only have green and red now. I know mythic + dungeons don’t exist anymore for purple.

Blue is from the achieve “Unleashed Monstrosities” with claws of ursoc. Gotta kill 8 world bosses from Legion to get it. Good luck!
M+ dungeons do exist still. You can unlock the purple one from completing any M+15 BFA dungeon.
And as Valoran already stated, you just gotta kill world bosses from Legion, there are 8 in total, you can’t just kill the same one 8 different times, gotta kill all 8 individual world bosses to get the blue one.
