The Automata Excavator Guardian NPC Robots in Torghast use a Energy Beam laser Rifle like weapon.
I was wondering if that weapon is available for hunters? Any way to get it?

Yep! If my memory serves, a Rifle with the same apperance can be aquired in the Sepulcher of the First ones Raid.
(A Futuristic Laser beam rifle, would be super cool if we had some sort of Gun wielding tech themed Tinker Class to make use of guns like that!
