At what point of the Torghast quest would Runecarver memory start to drop for me?

I just got the quest to gather 1250 soul ash and find Rune vessel, missives, and memory.

Memories come from lots of different activities.

Completing a torghast run, dungeon bosses, world bosses, raiding, quests and vendors.

Specifically in Torghast, they come off the last boss

Layer 3 drops memories on 6th floor boss.

As do heroic dungeons. Not stellar drop rates here lol. MY dungeon runner saw 1 in several runs.

1 char I have got theirs in the tower. 1 char got theirs in a dungeon.
