It is my experience so far, that in most cases when I disenchant a piece of gear, the mats I receive are worth less than just vendoring the piece and buying the mats from the AH.
Is there a level or vendor price range that I should be eyeing when determining to DE or just vendor a piece of gear?

Generally speaking it starts in blues in the high 40s…And the 55+ greens are almost always good money
Only exceptions to that are the very good rolls* like max fire resist rings, max healing wand, etc
Useful greens like that will always be wroth many times more on AH. Other than that DE should do you fine…does depend on server tho
Basically you need to look at what enchants are actually in demand.
Fiery is popular so small radiants are good disenchant profit usually. It’s kind of an outlier among lower level mats and shards.
Greater essences are usually profitable. The max rank ones are used in many high demand enchants.
Dust is usually not profitable unless it’s an item that vendors for practically nothing. Even though the high end dust is used a lot the 50-60 items themselves also typically vendor for a decent amount that is higher than dust sells for on the market.
Lower level dust is almost universally a loss. Lesser essences tend to be a loss as well unless they came from a lucky DE on something that you figured the dust was worth getting.
how do you get mats to make those?
Usually you wont see much money until the 45+ greens/blues. 55+ is where the money starts to come in. I have a level 1 I send all my greens to so he can de. Easy gold.
AH, after vendoring greens, as stated in original post.
Add Tailoring and use Disenchanting as a gathering profession.
Know your prices!
My formula is to find materials on the AH equal to the cost of 1 dust for the level of crafted item.
If the item produces 1 dust I get my money back if it produces multiple dusts or essences I profit.
Crafting some wands to vendor brings in a nice margin but can be slow.
