The boss in question is Omega, who despite sharing a skeleton with the frogs still has a few more custom animations, and you’d only be able to tell that it IN FACT is using the frog skeleton is due to a modified idle animation.
Now let me tell you about skeleton reuses in Endwalker / Dawntrail and how I am starting to see more enemies use the same skeleton when it comes to boss animations…
The same time when we can turn all Worgen into puppies, void elves into octopi and Draenei into baby goats. 
They’ve been doing this since the beginning. I guess people are just recently starting to notice SE’s laziness, and not just with re-used skeletons.
When you start repurposing your 12 foot skeleton for other holidays, its over used
