At what level does boon give spell power buff?

My spells hit for the tooltip amount (16-18 Rank 1 wrath)… should they not be hitting for 50ish?

Rank 1 spells have lower spellpower ratios. For example Wrath rank 1 has a 0.123 spellpower ratio. 13-16+(25*0.123)=16-19

Ah, okay – thank you! just thought it was flat increase. This clears it up!

Even at higher levels Wrath would only gain ~14 damage from the world buff because of its short cast time.

spellpower coefficients apply before cast time reduction talents correct?
