Why not? A lot of ppl having hard time now just getting someone to que for games. Let skirmishes count towards 10 weekly. Or let ppl que with lvl 70 plus?
No. You need to be level 80 to queue for rated arena which awards arena points. This resets every tuesdays and awards points based on the previous week’s rating. 
The amount of arena points you get is tied to your ranked rating so this is probably never going to be a thing. I’d be cool with people who don’t play rated to get like 100 arena points for the week for their 10 skirmish games, but at the same time you need rating to buy any arena gear that isn’t hateful
Retail is adding solo queue. Why not add it in wrath. Most games allow solo queue ranked. You dont need a premade team to queue for ranked matches in OW or League lol
so people can abuse it and sit on rating? do u think thats healthy for the game?
