Asked in chat, got many “same” responses.
World and home latency is low, for me 47 each. The area is unplayable. Having 5-15 second delays on every key push. Can’t loot, can’t fight, can’t hardly do anything. Everything is lagging as if latency were stupid high.
Most likely due to their putting the weekly world boss in that zone.
It’s 8.3 though…wouldn’t expect prompt attention. WoD treatment 2.0. They’ve moved on to Shadowlands.

Had horrible lag for about 30 minutes. But once groups had come through and did their boss kill it smoothed out and had no issues.
Why would the boss affect it though? It didn’t in Uldum. I’ve always gotten lag in the Vale too with the event even before this boss was put there but it wasn’t nearly this bad. There is something about the Vale they do need to look at.
They’re different bosses with different attacks. Likely it will be one particular attack the Empress does that scales poorly with lots of people and chugs the shard’s server to a snail’s pace. They’ll work it out, but since lag isn’t a showstopper, just inconvenient, it might not be highest priority.
I think you’re right. Just took on this WB and twice everything froze as she spawned adds. Man the lag was BAD. I couldn’t move out of AOE attacks and got killed LOL.
