Hello, I’ve tried for a few weeks now to improve my dps, trying to increase my uptime on DOT’s, follow rotation to a T, etc. But i feel like im stagnating and not able to improve. I’m currently 428 iLvl

I reviewed your logs (I was going to post them, but I can’t post links). Admittedly I am just returning to my rogue so take what I say with some grain of salt, but some things that jump out at me are as follows (hopefully someone else more versed can review as well):
-Despite your Behemoth kill being over 2 minutes longer than mine my garrote damage outdid yours. I do have shrouded suffocation, but I have a hard time believing it made up this much damage.
-As evidence of that your rupture damage is not that much higher than mine either. In general the number of your garrote casts and rupture casts don’t seem to jive with a 2 minute longer duration.
-Your envenom damage is on par with mine yet, again, 2 minutes longer. This may just be my twist the knife though (same with shrouded suffication scenario). If I compare shiv kills (mine is a minute faster) I have the same number of envenom casts as you.
-Focused resolved seems a bit low. Again comparing Shiv and you have a 10% less uptime.
-Versatile nav is garbage. Get Deadly or Force-multiplier. Use top-gear from raidbots to determine. In fact I’d go use that to run against your character
-I think you’re mutilating a bit too much and wasting combo points/buff uptime (and I probably am too). If you get to 3 combo points it’s GG. Drop an envenom or refresh rupture if it’s within the duration to refresh.
My general impression is your DoT uptime is lower than it should be. Your UI plays a big factor into making sure you play properly, if you don’t have a good one then you will not play anywhere nearly as good as you may think you are.
Default Blizzard UI has everything you need on it honestly. Just make sure bleeds are up as close to 100% as possible, don’t over cap combo points, try to maintain envenom buff/elaborate planning, and check stat priority.
The right azerite traits are literally everything. My DK sims lower in 430 gear than 415 gear only because of the better traits on the lower ilvl gear.
I’ve seen plenty of minimalistic UIs of successful players. Totally doable, but I wouldn’t ever argue default UI has everything you need. You want something like WA or TMW or elvui features to help you track stuff.
