Assassination rogue capped at 6 combo points for Envenom and Rupture?

When specced into both Deeper Stratagem and Sanguine Stratagem the tooltip for both Envenom and Rupture only displays a max of 6 combo points, where it should be 7. Is this a bug or intended?

Thanks! I was hoping that is the case, otherwise seems like a dead node in the talent tree
