I have been playing Rogue for only a small time, I find it difficult to decide when to use fan of knifes as assassin rogues, I feel this is limiting my DPS over multiple targets but I can do well against single target.
I’ll use it as a combo point builder in a fight if there are more than 3 mobs while attempting to maintain garrote and rupture on as many targets as possible.

I keep bleeds on all mobs and then use Fan of Knives, it applies poison so its very useful AoE, 3 or more mobs for me.
Open with subteruge and garrote as many targets as possible spam fan or knives and use cp to put rupture on everything
If there’s 3 or more targets around you, use fan of knives as it does more damage than mutilate. Less than 3, use mutilate.
