So I just returned to wow recently and I was wondering which rogue spec was more effective in PVE content. Before 8.1 dropped I was playing outlaw which seemed like the best spec at the time. What is the top Rogue spec for PVE? And if it’s outlaw, are the other two any good ?

Anything but sub tbh. M+ outlaw is so ez mode to play, especially with reaping affix. Sin isn’t that bad either with Echoing Blades/Twist the knife
Raids outlaw and sin are comparable although there are a few disadvantages to Outlaw.
Outlaw doesn’t have the greatest burst, so for shorter fights where the RNG from roll the bones doesn’t even out, Sin will pull ahead. Outlaw also has roll the bones which will vary your dps pretty dramatically pull to pull. If you’re progressing definitely Sin pulls ahead here again.
Honestly I would play what you find more fun and enjoyable. If doing the most damage possible is what’s fun to you, then fire up raidbots and play what your gear tells you to play
