Does unlocking skin appearances work as transmogs? Specifically the third teir? Unlocking the appearance via completing the quest line balance of power? If I do all of these will I be able to transmog current weapon??
Seeing as you are posting on a warlock… no… you can only transmog the appearance of artifacts on the appropriate class…

Yes. Once you unlock an artifact’s appearance/color, you can transmog to it freely on any character of that class.
If you’re of the same spec as the unlocked weapon, there should be an extra tab in the transmog window for the artifact appearances. If you’re of the same class, but not the same spec, then you’d need to equip a similar item to use the transmog (i.e. a Frost Mage can use the Fire Mage appearance only if they’re using a 1h+off-hand).
My main is a paladin
You can transmog any of the skins over the correct weapon type (in this case two-handed weapons) on the correct class once unlocked. Alternatively you may transmog any of the skins over any weapon at all if you are in the correct spec (retribution for Ashbringer)
If you look at my profile you will see I have Ashbringer as my transmog as a holy Paladin.

Okay cool. The quest line is super long. With like a million and a half prerequisites… I’m kinda afraid to get it all done and then not even be able to use the damn transmog…
The only one unavailable is the mage tower skins… and if I remember correctly the M+15 recolor of the balance of power skin… (if you didn’t ever complete a M+15 in legion on any character account wide)
