What I dont get is whats the point of it? Giving 10m loot from the raid is ilvl 200, heroic dungeons off the last boss give ilvl 200 gear. It sounds like a complete and utter waste of time. Unless its just to drop more ilvl 200 gear, but most people wont have any reason to even run heroic + outside of the increased emblems.
