There is currently an artisan enchanted in the elwynn forest tower of azora. In vanilla, there was only an artisan enchanted in Uldaman instance.
The Master Enchanter is in Uldaman. The Artisan Enchanters are found elsewhere.
you are right. i confuses the designation “artisan enchanter” with the skill level they can teach.
