I don’t know if it is an unintended bug, because I have not heard anyone talk about it prior to pre-patch, but my lower level characters (hunter, shaman and druid) all have the base artifact appearances unlocked despite me never ever touching legion content with those classes at all.
Is it really intentional for us to basically get those for free or was it because those characters happen to be over level 10 already in the new patch?
I would need to get on my alliance characters to see if this has happened since they have not really touched legion yet.

Are you sure? They should be listed under 1H swords.
yep all cross spec shared stuff is under regular weapon categories now

I basically got them for all of their specs for free without doing anything…
I think this has always been the case. My hunter only ever unlocked the BM gun, but he had the MM base bow unlocked for xmog.
I think the base appearance just unlocks by default.
I wish I could check this for you… But all of my toons have gotten all the artifacts. I have artifacts for all the specs and classes in-game (Except warrior. I don’t like warriors lol).
I noticed this as well. Warlock artifacts show up as unlocked even though my highest was like lvl 20 pre squish. 
I noticed this on my boosted shammy before the prepatch dropped
