Are they still available? I came back from mop and I noticed some people have a different type of artifact weapon. So my question is are they still available and how time consuming is it. Thanks
Yes all the different artifact appearances are available except the mage tower skins and the color variation for completing a +15 in time during legion.

You can still get the +15 in bfa if you have the base model unlocked.
The only skin that is locked is the mage tower skin.
If you unlocked the base mage tower skin you can unlock the color variations in bfa.
