Arms Raid Talents

Hey all, I can’t figure out the reasoning behind one of the arms warrior talent choices this season. Both Wowhead and Icy Veins suggest taking Fatality, which to me feels like more of a PvP talent, as it does big damage one time when the target drops below 30%. I could even see that being useful on trash in M+, but for raid bosses, I don’t see how it ends up being better than putting that point in something like Valor in Victory, Exhilarating Blows, or Bloodborne. Taking Fatality seems to be the consensus move however, so I figure I’m the one in the wrong, but I can’t figure out why. Can someone explain what I’m missing?

You take it in raid because you can build the Fatality debuff so you get an execute for close or over 1 mil.
If you played BFA, than you may remember the “dribbling ink pod,” trinket. Fatality works like that.

Think of it as just a direct buff to mortal strike.
