Just rolled a warrior and I’m trying to get the Arms Hidden Artifact. That said I’m not seeing the dialogue option from Helgar. Are there certain prerequisites that I need to hit for it to become available?
I’ve made sure to be in arms spec with that artifact equipped.

Yea, basically what Cissoid said. You just have to get lucky. I had to visit the guy daily for like 2 months before he had anything for me.
Same with the prot hidden artifact.
