what it says is what it does unless values are less than zero or more than one.
75% is probably a hard DR breakpoint.
The hard cap is 17265 armor or 75% reduction
Silly question, but is that 75.9%? Or 75.0%? Because I was at 16,800 armor in the screenshot and had 75.4% mitigation, so your number seems off unless you’re saying the cap is 75.9%.
I can’t say I’ve put a lot of time reading into armor cap but your character sheet tooltip is vs level 60s and the armor cap most people talk about is for bosses, or level 63s. That’s probably what you’re seeing there. Don’t know why it would display 75.4 if its true you can only get 75 though.

The 17265 number is vs level 63 mobs (Ie, raid bosses.) At 16300 you’re only capped vs level 60’s.

This. Even if your character sheet reads 99% reduction you only get 75% against any given attacker.
The only way you achieve >75% damage reduction is with Armor at the cap and a buff like Blessing of Sanctuary, as seen here:
