Like Kain’s lieutenants from Legacy of Kain.

I think we should get an arm cape like that.
Maybe it should go on the shoulder slot.

No idea. I think cloaks are more like this:
I don’t know though. I’m not a native english speaker, so niche things like these might elude my grasp on the language.
I think cloak options need to be better in general, shoulder slung cloaks would be a great addition, so would hooded cloaks like classic RPG thief cloaks.
I’d also love something like Peacock’s cloak.

I believe they are called a Single Shoulder Cape. At least the one that drapes over a single shoulder.
Apparently they are called paludamentums, traditionally the single clasped cloaks that the romans wore.

That specific sort of cape is called a paludamentum. Or can just be called a cape in general.
What I saw were arm socks and badly worn short capes. Either way, not a bad idea.
I’d rather be naked though. I think that’d be funnier than arm socks. I might be wrong about that.

What’s a guild? 
It’s a type of group people join to cut the Hearthstone’s cooldown in half.
They’re just capes. It was a cavalier thing to wear clothing “wrong”. Kind of like modern baseball caps. Another thing they did was to wear hoods backwards so you have the face hole around your neck and the neck hole around your face, with the dagging that’s supposed to be hanging from your shoulders falling around your face. Or they’d take the liripipe (the hoods with the long tail) and wrap it on top of their head, turning the “hood” into a hat.
They should just allow it as an optional way to wear any short cape in game. you could also wear it sideways UNDER the arm if you want to keep both arms free for using a weapon. It would be easier to animate, as well.
