I’m well over 300 attempts on this battle pet, there is no way this is dropping at whatever the correct drop rate is.
OTOH, I got one to drop on my second run.
RNG is RNG.

There are people with well over 500 attempts. If Wowhead’s stats are correct, the pet has a ~ 1% drop rate, with the first drop of the day (curses do not help) granting an additional ~ .2%
Yeah I have been doing 22 characters a day since this started this year and nothing …did 15 characters last year and nothing…I am giving up the drop rate is really to dang low for this pet now…I can see for the mount but not the pet…
I got it on #355.
The thing about a 1% drop rate → that’s still only a ~97% chance of having seen the pet by then. If there’s thousands of people trying to farm the pet, I still did better than 3% of them.
The whole thing sucks and should be reworked, especially considering that we’ve never had a pet that was that awful to grind, but I don’t doubt that it’s “dropping correctly”

Just got it on attempt 368 which was pretty much my last possible toon/try this year… lol. This seasonal bad drop rate is a terrible idea.

700+ in last two years…nothing for me either…
I haven’t gotten it yet either. 20-30 runs a day for the entire event, and like 10 per day last year. What I have had happen several times is a bugged pumpkin that only gives tricky treats, but then won’t completely empty and disappear from my inventory. I’m wondering if they contain Arfus and my character is just bugged and can’t loot it somehow?
Note that its not because of masks. I have 3 like this on level 10 characters that I created for this purpose that have nothing at all in the bank, and i’ve been deleting masks immediately.

Yeah I had several of those happen on this character …always thought it had Arfus too…you know just my luck type feeling.
I committed to running it on 62 alts per day (most were allied race Resto Shamans at level 10), using all the curses on each run. I got Arfus somewhere around run 100. If I had failed to get him before the second weekend, I would’ve started deleting alts and creating more to get additional chances.
I do think it’s dropping at the expected rate: about 1.5 per 100 runs, as indicated on WoWHead. It just sucks.
We shouldn’t have to feel like we have to create 60+ alts for a reasonable chance, imo. 
Oh well.
