This quest remains bugged. In my case, the first handhold is just out of reach; the first handhold is MIA.
I’ve seen people posting about switching to WM to “fix” this issue, but a workaround shouldn’t be required in order for a non-WM-related quest to work. 
Bugged quest, then they reset world quests, and we still get this bugged quest.
I guess this is how they are nerfing reputation now
Ah good so it’s not just me.
Yeah last week it was bugged missing the first handhold, went there today and it’s missing the 4th or 5th handhold up.
It’s comical how this quest, and only this one, ends up being bugged not once, but twice, in two different ways…
C’mon Blizz…can we get this fixed?! It’s been this way for weeks.
