None of my characters are able to transmog my Legion Artifact weapons since the patch hit. Previous to the pre-patch my Skull of Manari was already bugged and had 2 skulls for some reason?
I hope this is a bug and not something they removed in TWW.

Twin skulls for that sounds wicked to me, it’d be a bug I wouldn’t report as it sounds rather cool
I’m on my Pally right now that transmogged to the artifact weapon without issue.
Try a UI reset. Then bug report it.
There are a lot of bugs and glitches with visuals right now. There are some warband transmog issues with gear not loading or showing up.

I got the two skulls too, I figured out how it worked when using 1h and off hand, so for upgrades Im targeting those until they fix it. It looks neat with one head all derpy and another dead pan. Too bad you cant mix them up though, they have to be twins.
Yeah the DH transmogs from Warband characters are all broken.
