New runes and potentially new slots to engrave (ie like belt).

Not even potentially. All main slots (no jewelry/accessory/weapons) should have runes by 60.

Yes by 60.

I thought OP was strictly about phase 2 up to level 40.
Not sure which runes or slots if any for that specific content. Sorry for not being clearer.

Yes, new runes in each phase is a given.

I think they should re-organize some rune slots. Victory Rush is nice to have but shares with 4 other Runes.

Maybe even upgrades to the current runes we got since they’re green (uncommon).
