Are Twin Blades of the Deceiver Useless/Putting Artifacts on them Useless?

I just started Legion after taking break from WoW for awhile and I started a Demon Hunter and I received the Twin Blades of the Deceiver. They say that because they are a legacy item that the effects are inactive. Does this mean that the artifacts I am receiving will do nothing when applying them to the weapon? If so, do the artifacts have any use? Also what does it mean by Legacy weapon?

Any help is appreciated.

They increase the item level of the weapon which increases the stats and other things.

You just don’t get the special abilities they used to have.

Some of the artifact weapon effects from Legion got rolled into your class abilities & talents, so you’re not completely missing out.

Regardless, because Legion was designed around using the artifact weapons, there aren’t many other weapons for levels 100-110. Even without the extra effects, the artifact weapons are still likely to be the best weapons available for you to use while leveling through Legion.

Ok thats a bummer but makes sense. Thanks for the answer. Im assuming the artifacts are only for the artifact weapons?

You mean the relics? Yes, those are just for artifact weapons.

Hopefully this explanation will help…

If you obtain a relic via normal game play, yes, put it on your artifact. it will increase the iLvl (and therefore stats and damage) of said artifact. However, seeking out relics at <110 is redundant because you’ll just replace them at 110.

Once you hit 110, there MAY be some value in farming high lvl relics for your artifacts - if you haven’t purchased Battle for Azeroth. If your account is limited to the Legion content, then you will want to start farming high level relics to increase the overall iLvl of your artifact weapon(s).

If you have purchased Battle for Azeroth, then jump into that content at 110 and leave your artifacts in the bank as soon as you get some green weapon drops while questing.
