In regards to the Cult of the Damned, they are living, their “reward” for service is “eternal life” (i.e. undeath). Though working around/with so much necromantic magic makes them more deathly in appearance, they are still alive.
In WC3, the cultist builders are classified as undead for the purpose of anti-undead abilities like the paladin’s Holy Light but it’s not a lore representation.
Necromancers are perhaps more of a gray area, as they might step through the threshold into being undead or at least something close to it as they grow more powerful (i.e. Gothik the Harvester).
As it stands though, I believe they are technically alive unless clearly otherwise.

I’ve been kicking around a rehabilitated shadowcaster kind of bit. Of course the character is up there in years, just a side project that I’m not sure if I’ll get it off the ground or not.

They can be both. The cult is often lead by liches that are most definitely undead. Also some necromancers are just undead but most cult members are living necromancers usually humans or elves but all races may apply
