They don’t care. Feels like any classic iteration at this point is intentionally sabotaged with poor development so they can point at it later and be like “Look we tried it! See it didn’t work. We told you that you didn’t really want it.” When the actual reason is the gross mishandling of classic. I don’t even think we are beta-testers anymore, just poor saps being dredged along an empty promise.
sounds like you dont pvp a lot… Im rank 7 earned 200k casually clappin this week. I could de rank every week and get it back casually slaughtering noobs. Its not a real problem in the 0 decay and revamped easy welfare r14 program we have now.
That being said, I will agree the differences between goldshire vs mulgore are worlds apart in terms of balance, Ironically the alliance defending this imbalance are the first OPEN MOUTH cry hard over shamans all day over day which I EVEN ADMIT is also a gross overbalanced class in both ELE and ENH.
Ele might even be a bigger offender after a week of testing how broken the new burn rune is.

I’m pretty sure the Honor and Rep system are the same system…under the hood I wouldn’t be surprised if each Rank was ‘done up’ as a Faction and the “Rep” is re-labeled as “Honor”.
Meaning ‘Civilian’ NPCs are probably use the ‘At War’ flag of a Faction; you kill them and lose Rep (represented as Honor).
And I’m pretty sure Rep loss amount is hardcoded. So they couldn’t just make it so a DHK “awards” ‘-0’ Rep (as Honor).
DHKs wouldnt be a problem if SoD was based on a TBC core.

That would require them to make another client [code] branch that needs to be maintained when ever there’s ‘global updates’ (ie the last was switching Era to use DF’s API structure).
That’s all to say, it would cost money to do that.
There are far worse problems they are unwilling to fix (like Shaman). DHK’s are a tiny issue.
Being a parselord comes with drawbacks.

I have 0 DHK’s and i’ve managed to get the DMF buff each week… The secret to success is don’t be lazy and get a summon; Go alone and you won’t get dhk cucked by someones aoe killing civilians.
They keep this system because they literally need the players to understand how much they loathe pvpers

Make honor / DHK account-wide and problem solved. People would be less likely to grief if it screwed them over, too.
Do they know of something that’s been in the game for 20 years??? Yeah i think they do. Where people complaining about it than??? Yes. Are they going to remove it now cause people are complaining??? No. Making DHK only for people who participated would make the most sense though.
Don’t use your sandstorm trinket and aoe spells, back in vanilla very few classes can do aoe pvp
