Small bow means a shorter string, means less tension, means the arrow travels slower and shorter distances. Shorter arms means less draw strength and less draw distance.
There are no advantages.

If I’m not mistaken hobbits were also archers in Lord of the Rings.
String length has nothing to do with tension. That would be based on the material the bow is made of and how bendable the material is. Considering crossbows typically have a much shorter bow length, but much higher tension it all depends on how the bow is made, rather than strictly length of the string.
Elves
The tall Tolkein elves are a departure from traditional elves who were small. The elves of older literature inflicted their victims with arrows.
Even today, when someone is described as “elven”, it typically means very petite.

Faerie Folk are also often shown using bows.
There’s also Knuckles the Dwarf, famous for “waste 'em with my crossbow!!!”
While true, the physical advantages of being a bowman/woman would probably work better for other races. Though I think we would do rather well with guns.

The draw strength on the string would be ridiculous to try and recover the tension required from a conventional bow though.
Not necessarily less draw strength, but definitely lower draw distance.
Typically speaking shorter levers results in more strength being able to be leveraged, due to the types of levers involved in muscle mechanics (many insertions are close to the actual fulcrum, which is technically mechanically disadvantageous but results in overall shorter distances being required to be moved for the muscle itself)
Hobbits used bows but Tolkien says they specialized in thrown rocks.
As for short archers Warhammer has a number of diminutive archers including Goblins, lizard men, and Skaven

Crossbows actually have longer strings, they’re simply coiled around. Nothing you said was very accurate.

I could give a lengthy explanation on why this is simply not true or I could direct you to the Mongolian recurved composite bow which was the favored weapon of the Mongolian empires horse riding soldiers for thousands of years. This weapon was extremely powerful while being way smaller then your average long bow.

The Chinese repeating cross bow was FAR smaller then most any crossbows ever made at the time or long after. I would highly recommend looking up bows outside of just medieval Europe.
