Horde can technically quest a bit in both Darkshore and Ashenvale but you’re not really helping nature much, since we’re the horde and everything. Un’goro and Feralas are generally good. Mount Hyjal in Cata is probably your best bet. The faction there in particular has you restore the Firelands a bit.
With our druids and shamans as some of our higher ups, you would think the horde wouldn’t be so prone to destroying nature.
I just would love to have something akin to the night fae covenant pre shadowlands. So I appreciate it.

Someone else might be able to think of more, that’s just the first one that comes to mind. Pretty sure the faction is all druids of different races, you turn a little corner of the Firelands into a forest as you progress.
Eversong has a couple environmentally focused quests.
Adding to this, Val’sharah when you get there, too.
Stonetalon Mountains, Desolace, and Mulgore are all focused on restoring nature or protecting it from predatory parties like Venture Co., etc.

There’s also Felwood and stuff in pandaria like Vale and Jade forest.

Thrall was only briefly in the shaman order hall in legion. What does he have to do with a legion zone?

That probably has more to do with the horde druids and shaman going along with the burning of teldrasil and such.
