I can’t think of any off the top of my head. Leather leg xmogs are basically warbear woolies or nothing.

Out of the 237 that I just checked on my DH, the Peerless Leggings were the only ones that sat noticeably below the navel.

Here’s another one:

I didn’t find anything else, other than a recolor of the peerless legs, and maybe some racial sets. Nightborne heritage pants are scandalously low.

Hi! Was trying to find an answer to this myself, and the lowest I found were
Leggings of Concentrated Power

I wish there was something that was a bit newer and high-res, but if length is the focus, this is the way to go.
