Are there any limitations for cross-realm guilds?

I’m having trouble finding an answer anywhere for this. I saw that before War Within, that cross-faction had to be on the same server, but apparently cross-realm guilds are open as of this expansion? But weren’t they cross-realm before? Please help. nothing makes sense

And no, guilds were not cross realm before. You may be thinking of Connected Realms, which are really just smart mergers.
