I did all the quests at lights hope to get the runes and kill the elite guy but I still don’t see the vendor anywhere. Is the vendor not available yet?
Vendors are up, I use the one in Darnassus because the one in SW and IF are usually dead.

Yes we’ve had issues which were supposed to be hotfixed yesterday.

The npc is there but it doesn’t sell items or let you turn in. I did every quest already.
I also could not find the Argent Quartermaster at Light’s Hope Chapel for the life of me, and I’m Alliance.
I ended up using the one in Stormwind, though I did have to wait for him to respawn from being zombified.
There should be one in SW, IF, and Darn. If they aren’t there, then they’re probably dead and you just gotta wait.
