They certainly were with Sylvanas and Saurfang in charge. It’s more ambiguous now, but a lot of them are still complicit in going along with what they did.

Id much rather replace all of them with actually evil leaders.

At absolute best, the Horde are useful idiots. At worst, actively malicious.

Horde are aggressive and expansionistic, and have started almost all of the Horde vs. Alliance conflict. Does this make them evil? Not particularly. But the way they go about achieving their goals can be quite questionable at times.

They were, then they were again, then they weren’t, then there was a cold war, then another, then another, still cold war, then they were, then they were, then they weren’t, then they are, now we are back to cold war in shadowlands.

Now the story made us neither good or bad. Just plain stupid.

The Horde has to be the “bad” faction as Alliance players scream and cry every time they are set to do something bad. Blizzard always goes back on it because of it.

blizzard wants the evil WC1 and 2 horde and the noble savage WC3 horde at the same time which is why the horde bounces back and forth between good and evil whenever the faction war needs to be a thing

The factions remaining static means the different races can’t act or react reasonably. I feel like the Tauren would have became neutral a while ago.

I dunno, playing both sides this faction. Horde story actually has fallen flat for me as well as Ally story.
