If I loot one as a Fury Warrior and then spec to Arms, does it change with my spec? Or are they spec specific?

They change with your spec.
I use the same tier pieces for Tank and DPS on my Druid.

When tokens were a thing and handed them to the vendor and selected the pieces you wanted but those days are long past, why would they keep doing it
