I recently came back to the game and saw the darkmoon jester set, I really want that, but it was a completion reward for March and not something that seems to be on rotation. Has there been any confirmation as to if any of these monthly rewards will return?
Everything will return at some point in some way, but it might take longer for those items to come back.

MONTHLY ROTATION
On the first of the month, the traders will obtain new items and update the activities in the Traveler’s Log for the new month. Items that are rotated out of their inventory won’t be gone for good though—they’ll rotate back into the inventory in future months—giving players who missed them the first time another opportunity to add them to their collections.

OP was asking about the reward for getting 1000 tender. Not the monthly offerings you can buy.
And we don’t really know for sure about those, OP. But they’ll probably return - the assets already exist, so why wouldn’t Blizzard offer them again?
