Basically, debating whether to take my 58 hardcore to EPL and then Silithus at 59 or just grind mobs to 60.
About as safe as a bear trap.
So long as you’re conscious of your surroundings, come prepared for deep cave dives, and are aware of potentially dangerous respawn rates in those caves, you should be fine.
But no, it’s a dangerous zone, to answer your question directly.

of course they’re safe for a lvl 58 
just be cognizant of your surroundings (turn camera 360 degrees often) and don’t get overconfident. EPL is definitely worth it for the first 3 quests Tirion Fordring gives you. easy beast grinding.
Safe is a relative term, yes you can level up and do quests there with few issue, however they are riskier they other zones, and you will want to be much more aware of your surroundings and what your fighting, as there tend to be more wandering mobs, patrols, and mobs with abilities such as fear and diseases especially in EPL.
didn’t find them to be difficult up to a certain point. I’m in a similar situation only I did a large amount of EPL and the beginning of silithus. What else is there really? You reached end game, there is no more overleveling zones unless you want to play it safe and grind green mobs to 60 or dungeon log. I started EPL and silithus at 55 as I had already done all of WPL including the cauldrons alone.
People will always overstate the risk of this game mode because they are 1) incredibly scared, 2) incredibly bad. I started leveling a warrior and it’s easier than mage so don’t give me that “you’re a mage” bs. Warrior can do less. Of course mage is easy if you play it safe, but I play at the limit like a chad and the mage limit is far higher than every other class.

My advice:
DO NOT TOUCH THE WIND STONES IN SILITHUS!
Each of those zones will have a few straightforward quests worth 6-7k XP each, but since it’s over 200k XP for each of these last two levels, it will be mostly mob grinding either way. EPL maybe has a few more dangerous mobs (fearing bats, and the higher-level silencing bats), but EPL / Silithus / Winterspring are fairly comparable, pick the place you prefer grinding or that has more drops / gathering nodes you want.

I ended up doing most of the quests in EPL and was fine, I was worried about a stary elite pack from blood of heroes but there were none.
Silithus I almost got smacked by the 7 marauders or whatever that pat around. Did the kill quests for all the worms and spiders which got me like 59 and half way to 60.
So ya, I’d say these zones were fairy safe. I was mostly worried about Silithus which is why I skipped a lot there.
Or the blood of heroes in EPL

No where is safe with layering. I saw a video a couple weeks ago of a guy with a group running through Silithus… he layered alone and lagged due to the layering and died when the lag caught up with him.
