Granted we are talking about mythological creatures, this is basically asking “Are babies born with adult ears?”
Human babies are born with ears that are to the same proportion as adults. That’s the more accurate comparison.
I think that they regularly squeeze the tips to make them get longer.
Elves are actually born without ears . their ears come in around 3 years old .
How do you think elf infants are pulled out of the womb at birth?

So the longer the ears, the more difficult the birth?
Still better than a breech Troll birth. 
Ears are cartilage, so I’m guessing they would be super soft especially at the very start, then the cartilage might solidify more later, like it does in rib bones.

My first grandbaby is due in about 6 weeks! I cannot read anymore of this thread. He’ll have big ears and be purple at this rate! Lol
