Are "Elite" Titles Class-Wide?

Are the 2400 Elite Class titles class-wide?

My assumption would be any of the titles, even the new ones, function as individual achievements since they are coded and tied to that specific character.

Would make more sense to have titles/mounts be tied to a “class account wide” scenario. Proving that you have mastery over your class and letting you rock your title/mount on any alts of the same class. But that would require effort on Blizzard’s part and probably will never happen
