Dwarves don’t grow beards. They are given one when they reach maturity and fulfill their clan’s sacred task successfully.
When a human baby is born, we tell everyone how much they weigh and how long they are. When a dwarf baby is born, they tell everyone how long the beard is and how high their alcohol-blood level is.

Hmm, I haven’t seen a dwarf child in game to know that,but I would guess that beard coming when you reach adulthood .Now, I wonder if the length of the beard has anything to do with the size?
Looking at Moira Thaurissan’s child, they aren’t born with beards.
