Yes. Delves are intended as a new progression pillar so they will be sticking around.
As for hero talents, they want it to be evergreen but idk if it will be scrapped and baked into the other talent tree or not.
Edit: to answer your question about legacy content. Probably not. Afterall we don’t have the new profession system for legacy content.
