aside from feral or balance druid / ret pally / shadow priest of course.
i remember back in the day the guilds i was in diddnt seem to use them up until we got 4 bosses into naxx (stopped there as the last one i was in broke up right before expansion was about to hit).
alot of people thought of them as tryhard things and diddnt invest into getting them aside from the odd mana pot .
what do you think? are they required for content pre naxx?
i think we all can agree that naxx you need flasks and consumables.
I dunno if I waste a ton of consumables when I am learning a fight though.

No, because we’re playing 1.12 WoW where all the content has been nerfed to its weakest point both directly and indirectly.
Only Naxxramas presents a challenge in 1.12 WoW, this is just the unfortunate side effect of patches 1.3, 1.7, 1.10, 1.11, and 1.12.

i dont even remember using flasks on anything pre naxx but maybe cthun .

Food buffs are cheap and easy to farm, no reason not to have one. I wouldn’t advocate for running full consumables, but you should at least bring elixirs and pots. Various protection pots will be needed for certain fights and make a world of difference.
Like stud said though, I’m not wasting a ton of consumables learning a fight. Back during retail vanilla we rarely used more than a couple flasks per raid. Normally the MT and a few healers. The only time casters flasked is when they wanted to show off on the meters.
Pserver meta probably wont happen in Classic though, Flasks will be much more costly due to black lotus spawns being blizzlike.
On progression your raid leaders will tell you to get your pots ready.
Thats how it is for every new encounter no matter what you do.
oh yah food buffs some too,lol
Consumables are never required, but are always helpful.

This is a loaded question so I’ll try my best to answer concisely: In patch 1.12, it depends. For progressing BWL/AQ40 you will need more than the occasional fire pot and food you got by on in MC/Ony. It won’t be much though: an elixir, a weapon oil, a drink, maybe the armor stuff for tanks.
The more complex side of this is for split raids - when we run alts, we’re funneling gear to the core team half, so our alts will use a lot of consumables to make up for the lack in gear. We don’t want to waste time, so yeah some will be required. A good guild will give you a checklist.
Required or not depends upon the guild. But if you’re not using anything at all, even cheap ones, then you are being lazy and not contributing what you could be contributing. Same thing with enchants. You don’t HAVE to enchant your gear, but not even putting the cheaper enchants on your gear is just embarrassing, and you should be ashamed.
If I were the raid leader, those are things I would check, particularly if someone was not performing well. And if someone was missing enchants and/or not even using a food buff on progression content, I’d say something to them about it, and I would factor it in when deciding who gets a spot and who doesn’t.
Yah everything was so easy no one used consumables at all !, fresh level 60s were clearing MC and BWL in 2 hours and had Naxx and AQ40 on farm within 2 weeks !
If you don’t have at least a food buff, you’re being lazy.
Fire protection pots will be necessary on some fights unless you wanna farm fire resist gear and nerf your dps.
Mana pots (assuming you’re a mana user) will be really helpful and so will bandages.
Flasks I’d only worry about for tough progression fights.

Aside from the MT, no-one used flasks pre AQ, and usually only Mages got supreme power on their own bat if they wanted to top DPS by later content.
