No I’ve seen lots of Ally ones. Just horde population in general is bigger.
Merc Mode is only an option past level 110. Alliance typically has a much larger Twink population in the lower brackets due to queue times. Especially 50s, 60s, and 70s, considering the Horde queue time is close to 25 minutes often.
