Sorry, not sure if this is a bug or intentional.
Archmage Timear exists in both versions of Dalaran. From what I can gather, In Northrend, he previously gave daily quests for heroic WotLK dungeons. He’s now used in the Broken Isles Dalaran to solo queue for old wings of LFR. The Northrend NPC is giving the LFR dialogue, however, not the WotLK content.
Is this intended? His partner, Archmage Lan’dalock, still gives the weekly quests to kill WotLK raid bosses.
there is no LFR for Wrath content.
Yes, my point is that the NPC in Dalaran in Northrend is giving the dialogue that its Broken Isles version gives. It offers LFR for current content, not whatever it used to say during WotLK.
They probably just cloned the Broken Isles NPC in Northrend.
He used to offer a dungeon quest, but you’d have to form a group yourself.

for some reason my brain added a “not” to the title 
i think the reason his quests are gone, is because the currency rewards no longer exist, and his quests are now a legacy achievement.
